Why a pipeline's route can matter as much as a border

Which countries a pipeline crosses, or which strait a tanker has to pass through, can shape international relations as much as any formal border.

Oil, natural gas, and other energy resources are extracted in specific locations and consumed in different ones, often thousands of kilometres away, and getting them from one to the other requires infrastructure — pipelines, shipping lanes, ports — that has to physically pass through, or near, other countries' territory along the way. Energy geopolitics is the study of how that basic logistical fact shapes international relations: control over a resource is often less strategically decisive than control over, or reliable access to, the specific route that resource has to travel to reach the market that needs it.

A pipeline route is a standing point of leverage

A pipeline built to carry gas or oil from a producing country to a consuming one typically has to cross the territory of one or more transit countries in between, and those transit countries generally gain real, ongoing leverage from that position regardless of whether they produce or consume the resource themselves — leverage in the form of transit fees they can charge, and the standing ability to disrupt or threaten to disrupt the flow, which can be used as diplomatic pressure independent of the pipeline's owners' wishes. This dynamic has shaped real, well-documented disputes between producing countries, transit countries, and consuming countries over pipeline routing, pricing, and access, disputes that can escalate to genuine diplomatic and economic conflict precisely because a transit country's cooperation, not just the producing country's resource itself, is a necessary condition for the energy actually arriving where it needs to go.

Maritime chokepoints concentrate the same leverage at sea

The same underlying dynamic shows up at sea. A large share of the world's traded oil moves by tanker through a small number of narrow maritime straits that ships have no practical alternative route around, and control over, or the ability to disrupt shipping through, one of these chokepoints gives whichever country or actor controls that stretch of water outsized strategic significance relative to its size, entirely because of its position along a route the rest of the world's energy trade depends on passing through. This is a large part of why maritime chokepoints, alongside land pipeline corridors, feature so heavily in geopolitical strategy and military planning around energy security — securing reliable access to the resource itself is often the easier half of the problem compared with securing reliable access to the specific routes it has to travel along to get anywhere useful.

What's harder to forecast with confidence is how much this dynamic will continue to shape international relations at its current intensity as the global energy mix shifts over coming decades — the relative strategic importance of specific chokepoints and transit routes depends heavily on how quickly and unevenly different regions shift their energy consumption patterns, a trajectory analysts can describe in broad terms but can't predict with precision far into the future.
